Two men were arrested early this morning in Woodland after police received numerous calls reporting shots fired in the air. Woodland police arrested Jed Tranquilino Flores Torres, 32, of Woodland, and Cesar Carabez, 31, of Sacramento, after locating numerous spent shotgun shell casings near the men in the front yard
