A former business manager of a Yuba City plumbers union and his wife were sentenced today in federal court in Sacramento for misappropriation of funds. Robert L. Carr, 58, was sentenced to 30 months in prison and Theresa Ann Carr, 55, to three months in prison by U.S. District Judge
