Sacramento police have arrested a man who they say has made more than 100 calls to 911 in the past several weeks. Jimmy Shao, 56, was booked into Sacramento County Jail on suspicion of falsely reporting an emergency and making annoying and harassing 911 calls. Sixty of the 911 calls
